INVITATION FOR PREQUALIFICATION/TECHNICAL SUBMISSION

1.0 INTRODUCTION
1.1 The Management of the Federal College of Education (Technical) Gombe, in compliance with the requirements of the Public Procurement Act, 2007 and other extant government regulations, hereby invites interested, competent and experienced contractors/firms with track records of prompt delivery of similar projects to participate in the tender exercise. The projects were allocated funds under the Years 2025/2026 (Merged) TETFund Library Development Intervention and Year 2025 TETFund Career Services Centre Intervention Projects and each bidder is therefore required to adhere strictly to the eligibility and other requirements as criteria for qualification.

2.0 SCOPE OF GOODS

3.0 ELIGIBILITY REQUIREMENTS
(a) Evidence of Certificate of Incorporation with the Corporate Affairs Commission (CAC) including form CAC1.1 or CAC2 and CAC 7 with evidence of activeness and annual filings of returns for past three years with CAC;
(b) Evidence of Company’s Income Tax Clearance Certificate for the last (3) years (2023, 2024, 2025) valid till 31st December, 2026;
(c) Evidence of Pension Clearance Certificate valid till 31st December, 2026 (this requirement is only applicable to bidders whose number of staff is 15 and above);
(d) Evidence of current Industrial Training Fund (ITF) Compliance Certificate valid till 31st December, 2026 (this requirement is only applicable to bidders whose number of staff is 5 and above or the bidder’s annual turnover is N50 million and above);
(e) Evidence of Nigeria Social Insurance Trust Fund (NSITF) Clearance Certificate valid till 31st December, 2026;
(f) Evidence of Registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring on 31/12/2026 or valid Certificate issued by BPP;
(g) Sworn Affidavit disclosing whether or not any officer of the relevant committees of the Federal College of Education (Technical), Gombe or the Bureau of Public Procurement is a former or present director, shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bid is true and correct in all particulars;
(h) Company’s Audited Accounts for the last three (3) years 2023, 2024, 2025 duly signed by the external auditors;
(i) Reference letter from a reputable Commercial Bank in Nigeria, indicating unconditional willingness to provide credit facility for the execution of the project when needed;
(j) Company’s profile with the Curriculum vitae of key staff to be deployed for the Project (where applicable), including copies of their Academic/Professional qualifications;
(k) Verifiable documentary evidence of at least (3) similar jobs (in size, nature & complexity) executed in the last five (5) years including Letter of Awards, Store Receipt Voucher and Photograph of Projects with valid e-mail address and phone numbers of the institutions where the projects claimed were executed or are being executed for confirmation;
(l) Letter of Authorization from the Original Equipment Manufacturers as may be necessary;
(m) A written letter of authority from the bidders through their legal advisers/officers to the College to verify all documents submitted with relevant agencies/persons; and
(n) For Joint Venture/Partnership, Memorandum of Understanding (MoU) indicating Lead Partner should be provided (CAC, Tax Clearance Certificate, Pension Clearance Certificate, ITF Compliance Certificate, NSITF Clearance Certificate, IRR & Sworn Affidavit are compulsory for each JV partner).

Note: All documents for submission must be transmitted with a Covering/Forwarding letter under the Company’s letter Head paper bearing amongst others, the registration number (RC) in boldness as issued by the Corporate Affairs Commission, contact address, telephone number (preferably GSM No) and email address. The letter head paper must bear the names and nationalities of the directors of the company at the bottom page, duly signed by the authorized officer of the firm.

4.0 SUBMISSION OF TENDER DOCUMENTS
Prospective bidders are to submit two (2) hard copies of paginated technical bids for each lot, paginated, packaged in a sealed envelope and clearly marked as CONFIDENTIAL: “TECHNICAL BID” FOR “STATING THE NAME OF THE PARTICULAR PROJECT APPLYING FOR” at the Top left-hand corner of envelope; and also indicate the company’s name, telephone number and the mailing address at the reverse side of envelope and address to the Provost, c/o the office of the Secretary Tenders Board, Procurement Department, New Administrative Block, Federal College of Education (Technical), Ashaka Road, P.M.B 60, Gombe, Gombe State.. Furthermore, the reverse of each sealed envelope should bear the name and address of the bidder and drop in the designated tender box at office of the Secretary Tender’s Board, Procurement Department, FCE (T) Gombe, Gombe State not later than 2:00PM on Monday, 15th June, 2026.

5.0 OPENING OF TECHNICAL BIDS
The technical bids will be open immediately after deadline for submission at 2:00PM on Monday, 15th June, 2026, at the in the Conference Hall of the New Home Management Flat, GOFECON ANNEX II, by the main Gate, FCE(T) Gombe in the presence of bidders or their representatives, two external observers, and any member of the Public. Please ensure that you sign the Bid Submission Register in the above-named office, as the College will not be held liable for misplaced or wrongful submission of Bids.

6.0 GENERAL INFORMATION
a. Bids must be in English Language and signed by an official authorised by the bidder;
b. Bidders should not bid for more than one (1) lot;
c. Bids submitted after the deadline for submission would be returned un-opened;
d. All costs will be borne by the bidders;
e. No two or more companies sharing the same Directors/shareholders, same registered office address, or same Telephone number/E-mail address shall not apply for the same or different lots at the same time in this process. Only one of such company sharing same listed information above with any other companies is allowed to participate in the whole process
f. The Technical Bids will be opened in the presence of Bidders or their representatives, CSOs in the areas of Anti-Corruption and Transparency and Private Professional Bodies; and will be covered by video recording while the successful bidders at technical evaluation will later be invited for collection of Standard Bidding Documents for Financial Bids while the unsuccessful bidders will be communicated appropriately;
g. The Federal College of Education (Technical), Gombe is not bound to prequalify any bidders and reserves the right to annul the Procurement process at any time without incurring any liabilities in accordance with S.28 of the Public Procurement Act 2007.
